이 땅에 하나님의 평화를 이루는 것이 우리의 사명임을 고백하며 지속적으로 노력해 온 우리 한국기독교장로회는 한일 양국 간의 갈등을 화해로 바꾸고, 반목과 경쟁의 정서를 우호와 협력의 정서로 바꾸어 평화의 길로 함께 나아가게 되기를 소망하며, 동북아시아의 평화와 번영을 위한 한일 양국의 노력이 열매 맺기를 간절히 바랍니다.
우리 한국기독교장로회는 ‘오직 정의를 물 같이, 공의를 마르지 않는 강 같이 흐르게(아모스 5장 24절)’ 함을 선교적 과제로 삼고, ‘갈라지고 막힌 담을 헐고 화평(에베소서 2장 14절)’을 이루어 가는 것을 하나님의 명령으로 받들어, 최근 계속해서 우경화되고 있는 일본 사회와 ‘적극적 평화주의’라는 미명 하에 평화헌법을 해석 변경하고 이를 통해 집단적 자위권을 정당화하여 다시금 동북아시아의 평화를 위협하고 있음에 심각한 우려를 표하며 일본 아베 총리와 일본 정부에 다음과 같이 우리의 입장을 밝혀 강력하게 요구합니다.

아베 정부는 집단적 자위권 정당화를 즉각 중단하고,
평화헌법을 지켜나가길 촉구합니다.
“이르시되 너도 오늘 평화에 관한 일을 알았더라면 좋을 뻔하였거니와 지금 네 눈에 숨겨졌도다 (누가복음 19:42)”
우리 한국기독교장로회 총회는 하나님이 평화의 주님임을 믿음으로 고백하며 온 땅에 하나님의 정의와 평화가 충만하기를 간절히 기도하며 노력해왔습니다. 특히 이 땅에 전쟁이 끝나고 한반도 평화협정이 체결되어 한반도를 포함한 아시아 전역에 항구적 평화가 이루어지도록 함께 기도의 행진을 이어왔습니다.
한국기독교장로회 총회는 지난해, 여러 차례의 성명과 서신을 통해 아베 정부가 우경화 행보를 중단하고 국제사회의 약속인 평화헌법을 지켜나갈 것을 촉구한 바 있습니다. 그러나 여전히 일본 정부는 ‘적극적 평화주의’라는 미명 하에 집단적 자위권을 정당화하고 군사력 보유를 통해 군사 대국으로 발돋움하려는 시도를 멈추지 않고 있습니다. 또한 이에 우리는 다시 한 번 심각한 우려를 표하는 바입니다.
아베 정부가 최근 외교와 안보 정책의 기본사상으로 삼고 있는 ‘적극적 평화주의’는 표면적으로 집단적 자위권을 통해 동북아시아와 세계의 안정과 평화에 기여한다고 주장하지만 실상은 평화헌법의 해석변경을 통해 일본 단독으로도 전쟁을 일으킬 수 있는 반평화적인 국가전략입니다.
이는 필연적으로 동북아의 군비경쟁을 촉발하게 되고, 긴장의 고조로 이어지게 되며, 상존해온 역내 영토 분쟁이 순식간에 무력충돌로 휘발될 수 있는 고도의 불안정 상태를 지속하게 할 수 있다는 점에서 동북아시아 평화에 대한 근본적인 위협으로 이어질 것입니다.
우리는 또한 최근 독도 영유권 문제와 더불어 역사교육을 왜곡하고, ‘위안부 문제’와 ‘관동(간토)대학살 문제’에 대한 국가책임을 부정하고 있으며, A급 전범들이 합사된 야스쿠니 신사에 참배를 강행하는 등, 일본 제국주의하에서 자행한 국가적 범죄에 대한 책임을 부정하는 행보에 대해서 심각한 유감을 표합니다. 일본 정부의 국가주의 정책은 과거 침략전쟁으로 고통받은 아시아 국가들과의 갈등을 고조시키는 동시에 국제적으로도 전시체제를 확산시켜가는 결과를 초래할 것입니다.
아베 정부는 마태복음 26장 52절의 “칼을 쓰는 사람은 모두 칼로 망한다”고 기록한 바와 같이 군사력 보유를 통한 평화주의는 참 평화를 이룰 수 없을 뿐만 아니라 군국주의의 최후가 부흥강국의 길이 아니라 전 세계를 화약고로 만들어 모두가 함께 망하는 길임을 깨달아야 합니다.
이에 우리 한국기독교장로회는 아베 정부가 집단적 자위권을 정당화하려는 적극적 평화주의 노선을 즉각 철회하고, 평화헌법의 개악을 중단하여, 진정한 평화의 길로 나아가기를 촉구하며 아래와 같이 입장을 밝힙니다.
첫째, 일본 정부는 제국주의하에서 자행된 모든 국가범죄에 대한 잘못을 인정하고 그에 합당한 국가적 책임을 회피하지 말아야 합니다.
둘째, 일본 정부는 미국의 동아시아 전략 변화에 편승하여 일본의 집단적 자위권을 정당화하려는 시도를 당장 멈추어야 합니다.
셋째, 일본 정부는 국제사회 약속인 평화헌법을 반드시 준수해야 하며, 왜곡해석을 비롯한 이에 대한 어떠한 개악 시도도 멈추어야 합니다.
우리 한국기독교장로회는 주님께서 맡겨주신 평화의 사명을 감당하는 심정으로 다시 한번, 아베 정부가 동북아의 책임 있는 일원으로서 사려 깊게 판단하고 행동해주기를 바라며, 집단적 자위권을 정당화하는 시도를 중단하여 평화헌법을 지켜나가기를 촉구합니다.
우리 한국기독교장로회는 이 땅에 정의와 생명, 평화를 이루기 위해 기도하며 실천하는 신앙인으로서 한반도를 둘러싼 국제사회의 이해관계를 정의·평화·생명의 입장에서 생각하고 행동할 것이며, 동북아에서 ‘전쟁 없는 평화’ 세상이 이뤄지는 그 날이 오기까지 평화헌법 수호와 이를 위한 연대를 광범위하게 펼쳐 갈 것입니다.
주님의 평화가 한일 양국과 동북아시아, 나아가 온 세계에 온전히 이루어지기를 간절히 기도합니다!

主イエス·キリストの福音によってわたしたちを正義と生命とに導かれる神様の平和が日本と総理の上にありますようお祈り致します。
わたしたちは、この地の上に神様の平和を成し遂げるのが我々の使命であることを告白し、また持続的に努力してきた韓国キリスト教長老会は、韓日両国の間においてある葛藤を和解に変え、反目と競争の情緒を友好と協力の情緒に変え、そして平和の道へ進むことを望み、東北アジアの平和と繁栄の為に韓日両国の努力が実るよう切実に願います。
我々韓国キリスト教長老会は「ひたすら正義を洪水のように恵みの業を大河のように尽きることなく流れさせよ」(旧約聖書アモス書5:24)という神様のみ言葉を宣教的課題として受取り、そして「キリストはわたしたちの平和であって、二つのものを一つにし、御自分の肉において敵意という隔ての壁を取り壊して」（新約聖書エペソ2:14)というみ言葉を神様の命令として受け入れ、いまわたしたちは心を尽し、魂を尽し、力を尽して祈っているのであります。
というのは、最近、益々と右傾化している日本社会と「積極的平和主義」という名の下で、平和憲法を解析変更しそれを通じて集団的自衛権を正当化しているからであります。これはまたもや東北アジアの平和を威嚇していることであります。ここでわたしたちはこれらに対して深刻なおそれを強く表明し、日本国の安部総理と日本政府とに向けてわたしたちの立場を明確に、そして強力に要求致します。

安部政府は集団的自衛権の正当化を即刻中断し、
平和憲法を維持するよう求めます。
「イエスはいわれた。もしこの日に、お前も平和への道をわきまえていたなら……〭 しかし、いまはそれがお前には見えない〭」
(ルカによる福音書19章42節)
わたしたち、韓国キリスト教長老会総会は、神様が平和の主でおられることを信仰として告白し、すべての地上にも神様の正義と平和とが満ちあふれることを切実に祈り努力して参りました。特に、この地に戦争が終り韓半島(朝鮮半島：以下、韓半島)平和協定が締結され韓半島を含むアジア全域に恒久的に平和が実現されるよう共に祈りの行進を行ってまいりました。
韓国キリスト教長老会総会は去年、幾度の声明と書簡を通じて日本の安部政府が右傾化の歩行を中断し、国際社会との約束である平和憲法を守るよう求めました。ですが、依然として日本政府は「積極的平和主義」という名の下で集団的自衛権を正当化し、軍事力の保有を通じて軍事大国として成長しようとする試みを止めようとしておりません。この状況を受けて我々はもう一度深刻な憂慮を明らかにします。
日本の安部政府が最近外交と安保政策の基本思想としている「積極的平和主義」は表面的に集団自衛権を通じて東北アジアと世界の安定及び平和に寄与すると主張しておりますが、実際としては平和憲法の解析変更を通じて日本単独で戦争を起こせるという反平和的な国家戦略です。
これは必然的に東北アジアの軍備競争を触発し緊張を高め、常在している領土紛争が瞬時に武力衝突へと揮発し、高度の不安定状態が続いてしまうという結果にも繋がります。これは東北アジアの平和に対する根本的な威脅に結び付きます。
我々はまた、最近において日本政府が独島の領有権問題と共に歴史教育を歪曲し、「慰安婦問題」と「関東大虐殺問題」に対する国家責任を否定し、A級戦犯達が合祀された靖国神社に参拝を行うなど、日本帝国主義の下で行われた国家的犯罪に対する責任を否定する行いに深刻な遺憾を表明します。日本政府の国家主義政策は過去侵略戦争を通じて苦痛を受けてきたアジア国家の間に葛藤を高潮すると同時に、国家的にも戦時体制を拡散する結果を招きます。
安部政府は、新約聖書のマタイによる福音書26章52節にて語っている「剣をとる者はみな、剣で滅びる」のみ言葉と同じく、軍事力保有を通じた平和主義は誠の平和を構築出来ず、軍国主義の最後は復興強国に繋がる道ではなく、全世界を火薬庫化させ、全てが共に滅亡する道であることを自覚しなければいけません。
これに対し我々韓国キリスト教長老会総会は日本の安部政府が集団的自衛権を正当化しようとする積極的平和主義路線を即刻撤回し、平和憲法の改悪を中断して誠なる平和の道へと進むよう求め、下記のように我々の立場を明らかにします。
一、日本政府は帝国主義の下で行ってきた全ての国家的犯罪に対する過ちを認め、それに合った国家的責任を回避しないでください。
二、日本政府はアメリカの東アジア戦略変化に便乗して日本の集団的自衛権を正当化しようとする試みを直ちに止めるべきです。
三、日本政府は国際社会との約束である平和憲法を必ず遵守し、歪曲解析及びこれに対する改悪の試みを止めるべきです。
我々韓国キリスト教長老会総会は神様が与えてくださった平和の使命を全うする心で再び日本の安部政府が、東北アジアの中で責任のある一員として思慮深く判断をし、そして行動するよう求めます。また、集団的自衛権を正当化しようとする試みを直ちに止めて平和憲法をまもっていくように求めます。
我々韓国キリスト教長老会総会は、この地上の上に正義・平和・生命をなすために祈りをし実践していく信仰人として韓半島を取り組んでいる国際社会の理解関係を正義・平和・生命の立場に立って考え行動を行い、東北アジアにて「戦争のない平和」のある世の中が臨むその日まで平和憲法の守護と、その為の連帯を広範囲に繰り広げて行きます。
主の平和が韓日両国と東北アジア、そして全ての世界の上に成し遂げられていくことを切実にお祈り致します。

With sincere greetings of Peace in the name of our Lord, who leads us to Justice and Peace, we offer you our heartfelt prayers.
We confess that it is our vocation to work as instruments of God to bring God's peace, and thus The Presbyterian Church in the Republic of Korea has been continuously working for the transformation of the conflicted and burdened relationship of our two nations to turn into a reconciling one. We truly wish to change our relationship from antagonism and competitiveness to friendship and cooperation in order to assure that prosperous development will take place in the North-East Asian region.
The Presbyterian Church in the Republic of Korea (PROK) regards the Words of our Lord, "Let justice roll like a river, righteousness like a never-failing stream!" (Amos 5,24) as our main mission agenda, and so we work for, "making the two one and destroy the barrier, the dividing wall of hostility" (Eph. 2,14). It has become for us a very deep concern that Japan is attempting to push through changing the interpretation of the Peace Constitution with the given excuse of "Active Pacifism" to revive the "active right of self defense"; through this the stability and peace in the North-East Asian region will be immensely threatened. We hereby express our deepest concerns and regrets towards these kinds of efforts being carried out by the Japanese Government.
In the following enclosure is our statement concerning the above mentioned events and urging the Japanese Government to desist any attempts to justify revising the Peace Constitution and instead defend it.

<Statement>
We urge the current Japanese Government under Prime Minister Shinzo Abe to immediately stop any attempts to justify "the collective right of self-defense" and uphold the Peace Constitution.
"If you, even you, had only known on this day what would bring you peace - but now it is hidden from your eyes" (Luke 19:42)
The Presbyterian Church in the Republic of Korea, which confesses that only God our Lord is the true peace, sincerely pray that true peace will prevail in the whole world. Being mindful that the Korean Peninsula is still under an armistice agreement, we have prayed that true peace shall come to the Korean Peninsula and the whole Asian region.
The Presbyterian Church in the Republic of Korea also sent numerous appeals and statements during the past year urging the current Japanese government to stop its current trend of turning to militarism, and uphold the Peace Constitution as its agreement with the international world. However, the current Japanese government is still pursuing their planned path of becoming a super power with the excuse of "Active Pacifism". We again must express our deepest and concerns.
The current government under Prime Minister Abe has taken the "Active Pacifism" principle as central and basic for the country's diplomatic security policy. This can only be an attempt to once again be enabled in legitimate ways to wage war on their own by changing the interpretation of the Peace constitution, although the Japanese Government makes claims to the contrary.
This attempt can only be interpreted as an immediate threat to the North-East Asian region, where the arms race will increase, the tensions grow and the territorial problems burst into armed conflict and thus, endangering the security and stability of the North-East Asian region.
We further express our deepest regrets regarding the territorial problems around the Dokdo Islands, the distortion of historical facts and denial of the Japanese responsibility regarding the comfort women and the massacre in the Kwandong (Kando) area. Furthermore, as the Japanese government is paying homage to the class A war criminals enshrined in the Yasukuni Shrine it makes clear that it denies all responsibility.
As the Bible states in Matthew 26,52, "For all who draw the sword will die by the sword", the current Japanese government will not be able to achieve and keep peace through armaments, and will have to realize that militarism is not the way to be a strong country but one that will rather throw the whole world into a troubled situation.
Therefore, the Presbyterian Church in the Republic of Korea strongly urges the Japanese government to revoke any attempts to justify the collective right of defense so that you may walk the pathway to active pacifism and abide by the Peace Constitution so that all may rejoice in peace. The Presbyterian Church in the Republic of Korea urges the following points to the Japanese government:
Firstly, the Japanese government shall acknowledge all war crimes committed during its imperial time.
Secondly, the Japanese government shall immediately stop any attempts to revive the collective right of defense using the excuse of the changing security policy of the United States of America.
Thirdly, the Japanese government shall uphold and abide by the Peace Constitution which is the promise of global society and shall stop any attempts for an undesirable amendment of the constitution including distorted interpretation.
Upholding God's Call to work for peace, The Presbyterian Church in the Republic of Korea strongly urges the Japanese government to immediately stop its revival of the collective right of defense, and stand as a responsive and honest member of the North-East Asian region.
We, The Presbyterian Church in the Republic of Korea shall work with the broad network of those protecting the Peace Constitution to bring 'peace without war' in the North-East Asian region and will continue to work on peace issues through God's Justice, Peace and Life.
May the Peace of God be with our two countries, with the North-East Asian region and all the world.
